The CSBN meeting held in Rio de Janeiro on August 11 was attended by just six members, including Pam Kilmartin as the acting chair, and several visitors. Since there was not a quorum of members, it was not possible to make any decisions. But there was a good discussion on many topics, from which several points emerged that should be more fully discussed by the whole committee during the next few months:

Albino rats have recently been reported to have increment thresholds against dim backgrounds that are two log units higher than those of pigmented rats. We, on the other hand, have failed to confirm these differences using electroretinogram b waves and pupillary light reflexes. This paper reports on experiments using evoked potentials from cortex and colliculus and single-unit recordings from colliculus.
We recorded visual-evoked potentials from cortex and superior colliculus in the strains of albino (CD) and pigmented (Long-Evans) rats used in the earlier studies. Thresholds were determined on eight fully dark-adapted animals by extrapolating intensity-response curves to the point at which there was zero evoked potential. The average dark-adapted threshold for the visual-evoked cortical potential was —5.26 log cd/m2in pigmented and —5.80 log cd/m2 in albino animals. The average dark-adapted threshold for the superior colliculus evoked response was —5.54 log cd/m2 in pigmented and —5.84 log cd/m2 in albinos. The differences were not statistically significant. On the same apparatus, the average absolute threshold for three human observers was —5.3 log cd/m2, a value close to the rat dark-adapted thresholds. Thus, visual-evoked cortical potentials and superior collicular evoked potentials failed to confirm the report of higher dark-adapted thresholds for albinos. In addition, we find that single units in superior colliculus in the albino rat respond to very dim flashes.

Microelectrodes were used to record from red and green cones of the turtle Pseudemys scripta elegans. The purpose of this study was to determine the action spectra of the red and green cone photopigments, and to look closely for direct interactions between the two cone classes. An isolated retina preparation was employed so that cones could be stimulated from the outer segment side, thereby avoiding the oil droplets that reside in the inner segments of many cones and normally filter incident light. In agreement with some previous electrophysiological studies, we found little evidence for significant direct connections between red and green cones. Exceptions to this rule are noted and discussed. Measurements indicate that this result does not appear to be due to a general loss of cone connectivity in the isolated retina preparation. Action spectra of the cone photopigments differed markedly from action spectra reported for cones in the eyecup preparation. In contrast to cones in the eyecup, cones in the isolated retina showed higher short-wavelength sensitivity and had action spectra that were adequately described by photopigment nomograms. A model of cone optical properties suggests that in the eyecup up to about 40% of the light that reaches a cone outer segment may do so without first passing through an oil droplet.

Dark-adapted thresholds of albino and pigmented rats were estimated using behavioral methods. Albino and pigmented rats who had been water deprived learned to bar press for water reinforcement when a light stimulus was presented. Absolute threshold was defined to be the light intensity at which bar pressing behavior was significantly modified by the presence of the light stimulus. Albino rats had an average threshold of −5.23 log cd/m2 and the pigmented rats had a threshold of −5.0 log cd/m2. These values are close to −5.3 log cd/m2, the psychophysical threshold of human observers in the same apparatus. Consistent with our earlier electrophysiology, these behavioral experiments provide no evidence for an albino/pigmented sensitivity difference. Comparisons are made between behavioral and electrophysiological determinations of absolute threshold in albino and pigmented rats. Thresholds determined behaviorally agree remarkably well with those derived from visual evoked potentials.

We have estimated the absolute threshold of congenic albino and pigmented mice (C57) using ERG, pupillary light reflex, and VHP. We are unable to detect strain differences using ERGs or VEPs, but pupillary thresholds appear to be different. In addition, as we have previously reported for rats, VEP thresholds are considerably lower than the ERG b−wave thresholds. The VEP thresholds agree with behavioral data from pigmented mice made by others. The mouse VEP thresholds are close to the VEP thresholds in rats and the psychophysical thresholds of two human observers.

The Working Group Archives deals with all aspects of the identification and preservation of astronomical archives. In 2009 the IAU will celebrate its 90th anniversary, and on this occasion the WG is taking action toward preserving the archival materials related with the history of IAU. An institution must keep memory of its own past and, as the centenary of IAU is approaching, for the 2006-2009 triennium the WG Archives has started evaluating the archival collections related to the establishment of IAU, in order to check their extent and the current conditions of preservation and conservation of such documents.

From Director Dan Green's report, following this report, it is obvious that the Central Bureau for Astronomical Telegrams (CBAT) continues its excellent work. The Electronic Telegrams (CBETs), established in the previous triennium, have become the regular means for fast communication, with the Circulars providing the official and archival record of discoveries and designations. It is regretted that subscriptions to the printed Circulars continue to decline, but inevitable in this age of electronic communication.

Introduction:
La prise en charge optimale du sepsis grave dans les départements d'urgence a connu une évolution rapide. Le but des présentes lignes directrices est de revoir pour le bénéfice des médecins d'urgence canadiens les principes clés qui régissent la prise en charge du sepsis grave en se fondant sur un système de classification fondé sur des preuves.
Méthodes:Ce sont les membres du comité de l'ACMU pour les soins critiques, ou comité C4 (pour CAEP Critical Care Interest Group) qui ont déterminé les secteurs clés de la prise en charge des patients atteints de sepsis. Chaque membre du C4 avait pour tâche de répondre à une question qui lui avait été assignée après avoir fait un survol de la littérature établie selon le système de classification Oxford, après quoi, chaque secteur faisait l'objet d'une seconde révision par un autre membre du C4. D'autres experts de l'extérieur ont procédé à un troisième examen et les modifications ont été déterminées par voie de consensus. La classification reposait sur des publications révisées par des pairs uniquement, et là où les preuves étaient insuffisantes pour répondre à une question importante, le groupe a proposé un «point pratique».
Résultats:Le projet a débuté en 2005 et a pris fin en décembre 2007. Les secteurs clés qui ont été passés en revue incluent la définition du terme sepsis, l'utilisation des interventions effractives, la réanimation liquidienne, l'utilisation d'agents vasopresseurs/inotropes, l'importance des prélèvements pour culture aux départements d'urgence, l'antibiothérapie et le contrôle des sources. Parmi les autres secteurs examinés, mentionnons l'utilisation des corticostéroïdes, la protéine C activée, les transfusions et la ventilation mécanique.
Conclusion:La prise en charge précoce du sepsis dans les départements d'urgence est extrêmement importante pour améliorer le pronostic des patients. L'énoncé de position du C4 sur le sepsis fournit un cadre de travail afin d'améliorer les soins prodigués à cette population de patients dans les départements d'urgence.

Introduction:
Optimal management of severe sepsis in the ED has evolved rapidly. The purpose of these guidelines is to review key management principles for Canadian emergency physicians, utilizing an evidence-based grading system.
Methods:Key areas in the management of septic patents were determined by members of the CAEP Critical Care Interest Group (C4). Members of C4 were assigned a question to be answered after literature review, based on the Oxford grading system. After completion, each section underwent a secondary review by another member of C4. A tertiary review was conducted by additional external experts, and modifications were determined by consensus. Grading was based on peer-reviewed publications only, and where evidence was insufficient to address an important topic, a “practice point” was provided based on group opinion.
Results:The project was initiated in 2005 and completed in December 2007. Key areas which were reviewed include the definition of sepsis, the use of invasive procedures, fluid resuscitation, vasopressor/inotrope use, the importance of culture acquisition in the ED, antimicrobial therapy and source control. Other areas reviewed included the use of corticosteroids, activated protein C, transfusions and mechanical ventilation.
Conclusion:Early sepsis management in the ED is paramount for optimal patient outcomes. The CAEP Critical Care Interest Group Sepsis Position Statement provides a framework to improve the ED care of this patient population.

Several lines of evidence suggest that, as concentrations of two agonists of group III metabotropic glutamate receptors are increased, cone contributions to the b-wave are blocked before rod contributions. Application of L-AP5 (L-2-amino-5-phosphonobutyric acid) at concentrations of 50 μM and D,L-AP4 (D,L-2-amino-4-phosphonobutyric acid) at concentrations 2 μM had a greater effect in reducing the amplitude of the rat ERG b-wave at high light intensities than at low light intensities. The amplitude reduction occurs at flash intensities that saturate rod photoreceptor responses. When steady backgrounds are used to saturate rod photoreceptors, the b-wave responses show increased long-wavelength sensitivity. Responses on a rod saturating background are blocked by adding L-AP5 or AP4 at the above concentrations to the perfusate. Further evidence for metabotrophic receptors being involved comes from the observation that even when ionotropic glutamate receptors are pharmacologically blocked with MK801 and DNQX, AP4 selectively blocks cone contributions to the b-wave. Thus we suggest that the type III metabotrophic receptors on depolarizing cone bipolar cells or cone synaptic terminals are affected by concentrations of L-AP5 and D,L-AP4 that have minimal effects on rod bipolar cells or rod synaptic terminals.

The mdxCv3 mouse is a model for Duchenne muscular dystrophy (DMD). DMD is an X-linked disorder with defective expression of the protein dystrophin, and which is associated with a reduced b-wave and has other electro- retinogram (ERG) abnormalities. To assess potential causes for the abnormalities, we recorded ERGs from pieces of isolated C57BL/6J and mdxCv3 mouse retinas, including measurements of transretinal and intraretinal potentials. The ERGs from the isolated mdxCv3 retina differ from those of control retinas in that they show reduced b-wave amplitudes and increased b-wave implicit times. Photovoltages obtained by recording across the photoreceptor outer segments of the retinas did not differ from normal, suggesting that the likely causes of the reduced b-wave are localized to the photoreceptor to ON-bipolar synapse. At a concentration of 50 μM, the glutamate analog DL-2-amino-4-phosphonobutyric acid (APB) blocks the b-wave component of the ERG, by binding to sites on the postsynaptic membrane. The On-bipolar cell contribution to the ERG was inferred by extracting the component that was blocked by APB. We found that this component was smaller in amplitude and had longer response latencies in the mdxCv3 mice, but was of similar overall time course. To assess the sensitivity of sites on the postsynaptic membrane to glutamate, the concentration of APB in the media was systematically varied, and the magnitude of blockage of the light response was quantified. We found that the mdxCv3 retina was 5-fold more sensitive to APB than control retinas. The ability of lower concentrations of APB to block the b-wave in mdxCv3 suggests that the ERG abnormalities may reflect alterations in either glutamate release, the glutamate postsynaptic binding sites, or in other proteins that modulate glutamate function in ON-bipolar cells.
